History

In 2015, the WHO published a report on ageing and health. It defined a framework for action to promote healthy ageing. International experts on ageing worked on the ICOPE program to develop a model for preventing dependency, with the aim of increasing disability-free life expectancy.

Global deployment

Since its launch, ICOPE has been progressively implemented worldwide: France: Regional experiments have been conducted, notably in Occitanie. China: Pilot projects have been launched in areas such as Chaoyang District in Beijing, involving thousands of healthcare professionals and older adults. India: Pilot projects have been carried out in states like Rajasthan, assessing the feasibility and impact of the program. Andorra: Case studies have been developed in collaboration with local partners to adapt the ICOPE program to the Andorran context. Mauritius: The country launched a national strategic ICOPE plan in 2023, including screening of older adults and training of healthcare personnel. Kuwait: ICOPE methods have been implemented in five primary care centers by the end of 2023. Japan: The ICOPE program has been integrated into the Japanese healthcare system, with local initiatives promoting integrated care for older adults. Vietnam: Local initiatives have been implemented to adapt the ICOPE program to the Vietnamese context. Solomon Islands: ICOPE has been integrated into the healthcare system of the Solomon Islands. Cook Islands: Local initiatives have been implemented to adapt the ICOPE program to the context of the Cook Islands. Today, ICOPE is recognized as a global reference framework to help health systems adapt to population ageing and to foster healthy ageing worldwide.
